Looking at that report it seems like Commodore is a brand name that refuses to die gracefully due to those companies attempts to resurrect the brand name - to no effect.
Part of me thinks that's a shame. The Speccy-loving/Commie-hating part loves it... just loves it!!!
That's not the real Commodore anymore anyway... While they did bring us the DTV plug-in joystick (is there one of those for the Spectrum yet? No? Why ever not?) they haven't done much else other than the ridiculous line of gaming PCs with stickers on...

Cost. You couldn't ship as enough units to make it viable.
You'd be surprised how much you can get the cost down on electronics, even in very limited runs. It could certainly be done as an 'enthusiast' project for a reasonable price. (But you're right if you're talking about proper companies doing it).
The main issue is that there's no compatible ROM at the moment you can redistribute with hardware (although one is being worked on).

Me neither, their cases were hideously expensive compared to other similar and slightly better alternatives.
