New feature: voting on hardware and books

Another old item on the to-do list has been added: extending the voting system to include hardware and books.
Since book suggestions are appearing more often these days, I thought I'd get this done sooner rather than later. :-)

It's not been fully tested yet, but appears to work without errors.

    Now I'm going to do a 10/10 vote. Honestly, there's a Speccy book that's the absolute best for me, and it deserves no less than top marks!

    Done it, and I feel much better for it. It's the book that makes Machine Code make sense! I've never come across another like it.
