Simple:
It means the artist didn't hold down SHIFT when pressing "that key" which holds both ":" and ";"

I also see three different names, so in my opinion there should be (at least) three AKAs.
Confusingly, the loading screen has the semi-colon as well but I'm guessing whoever drew it (Simon Butler?) just used the inlay artwork as reference.
The Hit Squad inlay doesn't have a colon or a semi-colon on the spine so I'd say it should be called TARGET: RENEGADE with two AKAs (no semi-colon and a semi-colon).

there is a joke somewhere in there, about people being pedantic / anally retentive about tag lines with this specific title... I still don't agree with the aka as titles like rygar.. taglines yer.. but not main titles.

Simon's name has been removed from the credits for this game.
eheh, it's still different when you spell "target; renegade" and "target: renegade". it should be different in the emphasis and maybe duration (I'm not really sure about English).
Why don't we all post voice recordings of your spelling preference? :)
