It's not cutbacks (although the BBC has been ordered to cutback on its net output) more likely just a server crash of some kind. The Beeb's websites being down for all of one hour is hardly a big deal anyway. The only thing that makes this a story is the DDoS rumours.

It wasn't just their websites - it was their entire online presence. Web servers, video streaming servers, DNS Servers, mail servers, VPNs, etc. It's standard practice for secondary/tertiary DNS servers to be located on different networks, in geographically distinct locations to prevent this sort of outage. So the fact that this sort of failure occurred is actually a fairly big deal.

I found a broken link on the radio 2 website the other day, it was pointing at dev1.reith.bbc.co.uk
Maybe the cleaner ignored the "IMPORTANT: Do not unplug" message in dymo tape on their router's plug.
