Sensible Soccer is an evolution of the previously mentioned Microprose Soccer (which is foremost a C64 game), both games being coded by Sensible Software.
Sensible Soccer had muddy pitches..so there must have been a bit of weather pre-game. Probably the fans got soaked on their way to the match.
Nah, It's got to be Kevin Tom's Football Manager. Many the hour was passed looking out the window at the weather..waiting for the league table to be calculated.

Quite an interesting topic actually, but I'm curious if management games, or action games would be separate, as I would assume weather would be a factor mildly involved in a lot of management games, and quite easily implemented in the early days, as management games don't necessarily need polish and graphical whoop de doo's. Whereas action Footy games where you physically control the players, need to process a lot of things going on at once, so I feel like weather would've been a later addition on the timeline for this type of footy game.

I didn't play many football games either. I did that all your pals round thing though with Sensi Soccer...mostly boozing and people throwing strops cause Rangers beat Celtic 4-0. Who knew that just a few years later..never mind.

cant actually remember any spec management games where weather was a factor? there probably were some though. you can just see it
"snow on pitch. select (1) for snow to be shovelled off pitch. cost: £10"
I would have thought it would be a much later game than any of the Speccy footie action games and I don't recall Sensi Soccer having the effects either. There was definitely the soggy pitch, and that was a great leveller, but I don't think it included any graphical weather effects.
My guess would be one of the earlier FIFA games on PS1, as there was more horse-power to play with, or maybe even Actua Soccer or an early PES/Superstar Soccer?

this is one of those questions that seems to be ungoogleable-able.

See it in action 1 minute into this video, with rain lashing the pitch and lightning flashes every now and then:
EDIT: The Crash review mentions the weather effects.
