Fortunately for the limited amount of image work I do Paint.NET is more than sufficient. I'd highly recommend giving it a go as it's easy to use and quite powerful.
I'll second this. Its a bit of an old skool pixel pusher rather than a photo editor, but has some nice features like layers to make things easier if you want. I install on it every PC I use at work and have converted some other people to it.
I'd also throw Pro Motion NG into the mix, it's very DPaint like and geared heavily around old school pixel pushing. It even let's you do things like palette animations and tile maps.
