You can register fairly decent free webnames at www.freeservers.com
(normally with a small tag at the end of the name... e.g. www.SPECCYSITE.8K.COM or www.SPECCYSITE.4MG.COM)
Easyspace.com give cheap proper domain name registrations for around 3.50 a year for a standard .CO.UK domain name, and they don't have a tendency to hijack your name and hold it to ransom when you come to renew, unlike other domain services. Only disadvantage is that you have to have their banner at the top if you don't want to pay a bit extra for 'cloaked redirection' to your site.

My website name:
www.zxspectrum.00freehost.com
All it needs is IIS running and a great little program called Dynamic DNS (www.dyndns.com) running.
I've got broadband so that helps, but I don't have a static IP address. The Dynamic DNS program polls every so often to the Dynamic DNS server with my current IP address and updates as necessary. Thje domain name i chose is always pointed to the updated IP address. When registering DynDNS I picked a domain name (from the list they provide and there are quite a few) and it runs just as if I had registered a proper domain name. It's really worth a try for the incredibly cheap option.
The downfalls are that you have to have your PC running permanently and that you are limited to the domain names they provide but at least you can pick your prefix (they do offer quite few though). You're also limited to your upload speed but our kind of websites aren't exactly like Microsofts!
The plus side is that you have as much space as is left on your HD, and you can run whatever you choose, ie SQL server or the like.
Dunno if it's what you're looking for, but it's great if space is an issue.
The best option if you want to run a website from home is to use apache as it has no limitations. I currently have apache running as certain parts of my website are run from my pc. Its not ideal, but I have nearly 60gb of files.

Less than a quid per month with 300MB and unlimited transfers.. More space available for pennies. They also have everything one might need, including ASP/PHP/MySQL and so forth. Excellent service. I've used them for about a year now, no problems whatsoever.
I used to use them & had nothing but problems with the account. I even sent two letters asking to close my account, but even now 2 years later they are still trying to bill me & to top it off, their debt collectors are based in Belgium!
They also 'own' one of my domain names as it was registered via them & they refuse to realease it to me.
All in all, I would recommend NOT using them!
They don't reply to your emails, or? The few times I've had to contact them, they were quick to reply.

I home host and I'm not limited to domain names. I host .co.uks, a .net and a .org, all on my Win 2k Server home pc. It's pretty straight forward to host multiple domains on the 1 IP address.
I use hn.org for my Dynamic DNS Services, and they do not restrict the domains you use. I register my domains at ukreg.com, from where you can then point them to hn.org.
I have a program called PostPro which runs as a service on my pc. It peridically updates hn.org with my IP address (it doesn't need to really as it's been 'sticky' for over 2 years).
As mentioned above, it's great for running whatever you like. www.rzxarchive.co.uk has a SQL Server database back end, and is written in ASP.NET, which is what I use at work. So I can put into practice the stuff I learn at the office, and not have to worry about 3rd party hosting restrictions.
HD failures though are not nice, so I regularly clone my drive.

Very friendly support staff as well.
Dunno if you can register in the Uk, dont see why not using a credit card.
$15 domains
and $48 a year hosting (or payable monthly)
Do the exchange rate thing and thats a pretty good deal.
Its who I use for my permanantly under construction www.spectrumworld.com
