The vast majority of all arcade games, on any platform, are neverending - after you finish the last level (if there is a 'last level'), you go back to the beginning.

Yes but there is nearly always a 'Conglaturate you big man. You save world' screen before it returns to the start so that still counts as an ending. And the game always ends when you run out of lives anyway.
I guess Sim City has no ending, no matter how badly you manage things it just continues. The worst that can happen is you get a population of zero.

I may be wrong, but when you complete Lords Of Midnight you can still roam around?

No Lords ends
I'm also thinking something like skooldze where after you complete it it carries on, of course you can still get expelled which ends the game,
and what about valhalla I'm under the impression that you can't die in that game.

I can usually find something in most games that is near enough to an ending to be put up at my website. Even if there's no end message and the game just loops back to the start, I still put an "ending" snapshot online, just to demonstrate the point at which the player has achieved everything possible.
For Elite, ideally I'd like a snapshot taken a moment or two before the player ranking reaches "Elite" status, as at this point there's nothing more to accomplish (or so I believe from what I've read - I've never actually played it!) :p
There is the occasional game which I've had trouble distinguishing where the end-point is. Spy Hunter is a good example of this as it just goes on forever - no numbered levels or rounds to go by either. The colours of the scenery change as the player progresses so I guess the end-point is the moment the scenery loops back to the same colours as at the start of the game, but I haven't bothered to work it out yet.
Hi Mikie never ends when you finish the last level it just went back to the classroom (level 1) again! It's a damn good game though. Spy hunter was another one, so was Kenny Dalglesh Soccer Manager, no matter how bad your team are doing you never get fired. Maybe it's a bug.

are their any games which never end
some people might say Elite but in that game you can be killed, and in management games you can go bust/be sacked
so which games are on a neverending loop
So you're asking for which games allow you to play forever, where you can't get killed? ie, no matter what you do, the game will never end?

Yep, after the end-of-game baddie on Level 9, it just goes round to level 1 again. No congrats message or owt.

D.
In Jetpac if you position Jetman in the right place you can walk away and the game will continue on by itself forever.
I was quite gutted after a year or so i had to start all over again !
