It never fails to amaze me that Robin Of The Wood is number 2 on that list. I can only imagine that there must be an ardent fan out there that was trigger happy with the vote key :)

The best way to judge the popularity of a game is not by the average of its votes, but on how many people still play it.
Manic Miner wins hands down on this score, and Robin of the Wood doesn't even make the top hundred. See here:
That only counts online players though, and a lot of those are probably playing the game for nostalgia or curiosity more than anything else - look at the high-ranking for The Shakey Game.
It's very difficult - probably impossible - to determine what people play most, from any WoS statistic.
Indeed, the playstats list is effectively just what is linked to most (sites linking to infoseekplay rather than infoseek), The Shaky Game being a good example.
The votes list isn't polluted very much; I know plenty of people who think Robin of the Wood is the best game ever.
There's another list, showing the download stats: here, but that's not saying to much either. You only need to download something once in order to play it as often as you wish.
Er... and the other reason why Robin of the Wood isn't played online much is that it's a denied game! I should have noticed that earlier really.
Anyway, I'm pretty sure that Manic Miner is the most downloaded and played online game on WoS going by those stats. Also, even though it doesn't top the 100 best games, it's still got far more 10/10 votes than anything else in the chart so it's probably the most popular too, even if enough people out there dislike it enough to bring the average down.

An alternative viewpoint would be that it's got the most "10" votes because it's the most famous game, and hence got the most votes of any score.
It all depends what you mean by "popular" really :)
What I meant is that, although there are Spectrum games that I'd regard as better than it, I don't think anything appeals as broadly.
So, that pretty much does just mean "most famous" I suppose. :)
