  I think the problem is the positioning on the index page as much as anything else.
  
  Most large message boards seem to have an index that looks something like this:
  
  -Main on-topic board
  -Main off-topic board
  -Loads of specialist boards
  
  ...so those people who fancy discussing some totally random off-topic subject tend to look for the off-topic board near the top of the index page, not way off down the bottom.
