For 2000/XP, you can read/write/cat them using SamDisk. SAM disks use the same 10-sector format, just with additional file types on top of the original +D ones.
For Win9x, try Edwin Blink's Disk Image Manager, which can also manipulate individual files on real disks and disk images.
RealSpectrum's RealDisk feature works on most versions of Windows, if you have the appropriate version. You'll need the "Latest development" build of RS32 for 2000/XP, which is on the usual download page.
