I have just played Stalingrad, and I now understand your problem.
In the game, you can select and give orders to all of the other armies, but not the 11th army. (The 11th army is selection number 7 in the army list which doesn't seem to do anything, but selections 1-6 all work OK). Also, the 11th Army does not appear on the battlefield.
I have just read the magazine reviews of this game. They all say the rules are quite complex, and the player needs to read the instructions.
I can't find any instructions to this game in the archive, so I can't find the answer to your question. So, I'm sorry I couldn't be of more help.
I even looked at the program code, in the hope I could quickly deduce some of the program logic from the BASIC listing, but it mostly seems to be written in machine code.

My stab in the dark (and trying to remember how overlord played) is that after a set number of turns, or after advancing to a certain point in the map, the 11th arrive. The Russians DO receive reinforcements, so my guess is that the 11th are the same.

I was thinking along the same lines. I believe the game does implement reinforcements and supply lines, according to the reviews I have read.
I think you are right about this, I just haven't played the game enough yet to test it.
I think this game really demands the instructions to be played seriously though.

I still haven't worked out the answer yet though! Like you Sard, I hope the instructions turn up sometime. It looks like a great game.

11-th army shows up when any your army approaches the Crimea

It is quite possible that the 11-th army shows up about the twentyth turn.
