According to the CSS Folklore FAQ, it was first said in comp.sys.sinclair by Darren Hallet.
I don't know if it's his own creation, but I suspect it is - it's not the sort of thing you'd find in one of the magazines (which is where most of our sayings come from), as "name the game" posts were few and far between on the pages of YS or Crash.
I don't know if daz==darrenhalt. I also thought it went back further than 2001.
Edit: And if you actually read the thread, it sounds tongue in cheek, but it's the earliest mention logged by google. I think I recall reading that back in the day and Dunny was actually there too...
IIRC, the Stonkers joke was known when I was posting on CSS, and that was around '99/00.. I can't definitely say when, but it seemed like it was a running joke then, like the 'Test, Ignore' threads..

Basically, it was started by Darren Hallet on CSS in 2001, as a deliberate attempt to get into the CSS FAQ.
This is the "historic" first mention of it. And here he is again saying it the next day
Although the first posts didn't have the word "definitely" in them (they just said "It's not Stonkers..." and "I'm pretty sure it's not Stonkers...").
The phrase "definitely not stonkers" was first used on Valentine's Day, 2002, in this CSS thread, by a Tony Austin.
