If he's rich enough, then no matter what he's done wrong, he'll get away with it.
If he's not quite rich enough, then he might not get away with it fully, but his "punishment" will be negligible, and he might still get what he immediately wanted.
He's not poor enough to be punished properly, or he'd be targeted by the law already, instead of being free to argue his case on TV.
And yet we (Great Britain) try to lecture other countries on morality...

As I said, I don't know the ins and outs of it, but I do know:
a) no piece of land on such an over-popluated country as England would normally sell for ?5, especially not if it's useful to a developer,
b) the BBC wouldn't give it airspace if they didn't think that some part of the viewing public would be interested, which implies that there's more to it than just some land being bought and sold for development, as that alone is hardly newsworthy,
and
c) politicians are usually such a corrupt and dishonest bunch anyway that if they said it was sunny out then you'd take an umbrella.
