Seems like pointless willy-waving to me. I have currently got 40M/bit down via FTTC and *that* is far more bandwidth than any average UK family would ever need... enough for 6 or 7 people to stream high-def video simultaneously while allowing plenty of overhead for e-mail/browsing/etc.
Morons like Cameron and other shallow politicians who don't even understand what it is they're commenting about might claim it's a "great boost" to the UK but that just shows them up to be rather clueless. The only home users who are likely to really notice an upgrade from 50Mbit/sec to 120Mbit/sec down are *massive torrenters* - it must be great for downloading porn/warez/films/tunes from the intarwebs, or families with like 20 or 30 computers that are used simultaneously. Nobody else will notice.
Between april and july for me. My 50 meg i've never seen above 20 meg on a speedtest and torrenting or downloading off steam has never been above 2 meg.

I run a web development business from wireless - speed means nothing these days.
Obviously the NE is seen as the Outer Mongolia of England.
I suspose you could drop to a lower band to save some money.
