A recession doesn't mean all economic activity has stopped, a recession means that the economy shrunk. It means that our economy is about the size it was in 2007 (or thereabouts), instead of drawing a straight upward trending line over the last few years. The 2007 economy was plenty big enough to suport things like this so it's not surprising that you can make money this way.
