  If there's an emulator for it, almost certainly (although you'll have to get a real copy of the tape as Ultimate aka Rare aka Nintendo have requested that the game not be distributed). If there's not an emulator, almost certainly not.
  
  PS: You actually want to play Head over Heels instead :)

  Tut tut Philip. As resident pedant surely you ought to know that Rare have nothing to do with Nintendo. They don't even write games for Nintendo systems anymore...

  Apart from their games for the GBA..They still do games for that nintendo machine.
