Done a couple of weeks ago. But only inlays have been published on WOS at the moment.

2) You fill the description (not necessary but nice and helpful)
3) You attach your files (may be all zipped into a single file ) and press "send" :)
Alternatively you may use FTP if your are familiar with it. It's explained at the linked page.

That's how WOS works :)
When you upload inlays, instructions, new current year software and some other stuff they will appear usually in a day or two.
When you upload old, historical software it will appear online through database updates (like this: http://www.worldofspectrum.org/archive.new.120720.html ) which are not so often, 2-3 times a year or so.
So don't worry about your upload, it's not lost and will eventually appear :)
