to get to France, they had to leave this country, and since she's classed as a minor and her parents haven't given permission.. AND her parents have no doubt contacted the police. It did make it a police matter regardless of it's UK based or further afield.
lets just say I don't have a lot of time for the french police.. some of their previous cases and their outcomes made me think that way.

Missing persons are a police matter, yes, but that doesn't mean it's a criminal matter. Even the Chief Inspector said it's believed she "went to France willingly". The whole EAW system is an absolute farce of trumped-up charges that would never stand up in court. What if the French Police even do find this guy and send him back to the UK? They still can't touch the girl or send her home if she doesn't want to go.

I know some people who have care of kids as part of their jobs, like the rest of folk on here do (teachers etc).
girls etc that age (and boys) have crushes on teachers or adults.. my friends very pretty teacher wife being one that had such issues (she started teaching juniors instead because of the unwanted attention) . It's part of the job to keep a professional distance , regardless he should know better.

Fact is she was seen boarding a ferry in dover with him, he didn't have her parents permission and it doesn't really matter whether she "went voluntarily" or not (lets not also forget that right now nobody really knows), because she isn't, legally at least, old enough to make that decision for herself. That makes it a case of potential child abduction and the issue of an EAW justified.
It also doesn't matter whether she's old enough to consent in France either, since the whole point of an EAW is a form of expedited extradition for a crime committed elsewhere in Europe.

This is what it comes down to really. The law says that she isn't old enough to make such decisions for herself, and that he was in a position of trust which places certain additional responsibilities on him.
Right and wrong are basically irrelevant as the laws are strict.

She'd have had trouble travelling alone, most [if not all] International transporters require under 16's to be accompanied by an adult.
