It's always a pleasure to learn of other with interest in Matthew's work.
As we're sure you know, Manic Miner is a Registered Trademark in the UK and elsewhere and Manic Miner for the ZX Spectrum et al is a copyright product. Consequently, neither can be used with the written permission of the TM & ? owner(s), which you do not have.
Since we are not lawyers we cannot give you a definite answer to your question. What we can tell you is that if you "make games" for Android and iPhone purely for your own use and on the understanding that you DO NOT offer them up for distribution (for example via the App Store or via Google Play), then neither we nor Matthew are likely to offer up any objections.
However, if you plan to offer the games for distribution (for example via the App Store or via Google Play) then both we and Matthew are likely to object, since we are already doing business in that game on those platforms. Consequently, no permission will be forthcoming.
