His name is Jasper. He's a super hero in a city of insect people that is being threatened by evil human beings. He is most proud of the fact that it was his range of motivational workplace posters that encouraged The Spider (tm) to rid the city of one particular menace by coming along, sitting down beside her and frightening her away.
@murtceps -(couple of questions from my other half lol) are there any markings anywhere on the figure (like a trademark)? Is the figure poseable (limbs move)?
My missus was searching the 'net for a good hour or so the day this thread was posted and came up with nothing. She's thinking the same as what VanTammen posted.

The Figure is marked "96 Bandai" under his foot, and has a L under the left foot and R under the right.
No other markings.
He has a small level on his back which makes the arms grab, and his head "nod".
Try photographing it against a plain white background and then using Google's search by image function. Trying it with the current picture seems to skew the results mostly in favour of your carpet colour!
Not found it but done some random researching and apparently Bandai did the toys for a 1996 cartoon called 'Beetleborgs', and some of the characters in it were called 'Crustaceans', which could be a clue because the figure you posted has hands that look a bit like lobster claws to me? (or that could just be, erm, a red herring)
