Yeah that was the original idea but not so much now. I think it's more fun now to try and make an oldschool game that's fun, or do something different with it. Of course it's perfectly capable of making a crap game!
When first making it I considered adding features like 'sprite flicker' and such, but faking a crap game isn't in the spirit of the comp in my opinion.
Yep, be careful not to mix up ink and paper in the blocks. It can be deceptive when doing the UDGs. (you've also missed out some binding blocks). See the 'fixed' possible example below:
In the above example, after checking out the map, in the block editor, press x to clear blocks 0,1,3. This removes ink leaving only black paper and you'll see what I mean :-)

I think R-Tape has created a monster with this. Everything released that I've played so far has been simple to pick up and distressingly playable...

It's close-ish to a real second, but it depends how much action is going on the screen. Best to see what feels best I'd say.

Aye I was looking through the early C64 stuff and noticed they tend to have big sprites, though looking at 1982 C64 stuff some of the games have the 'classic' game look.

I think you're right. CGD celebrates a unique crapness quality of the Speccy. Back in the day people would buy Amstrad or C64 because they didn't want to be the butt of all the jokes in the playground. Porting CGD to those platforms just fundamentally wouldn't work.
By the way, that rally game is pretty good :) CGD is so versatile!
