First Scene in Micromen

I've been watching Micro Men and there is one thing my OCD brain will not stop obsessing over. The very first scnene shows some vinage footage of a man with glasses talking to camera wearing a red cravat. I am familiar with the scene behind him. It is somewhere in Cardiff. However, I can't remember where. Does any one know?
