Yep, that was Victor Lewis-Smith. If Wikipedia is to be believed (it usually isn't, to be frank) then the Gay Daleks almost got their own animated series. What could of have been... http://en.wikipedia.org/wiki/TV_Offal
On the one hand, it's not too hard to believe that the BBC will happily drag the program down even further, but on the other hand, this is the gutter press I'm quoting from, so it could well be utter cobblers. For example, the 'newspaper' says
"Previous incarnations of the character have only had straight relationships."
which is totally wrong, as the Doctor has NEVER had even one sexual relationship in the program. He's been married at least twice, once to River Song, and once during the Hartnell era (I think), but the former was clearly utterly platonic, and there's no evidence to suggest that the first Doctor's marriage was anything physical.
Awwe it gets worse. Its sounding more and more like some channel 5 or USA knock off version of Dr. Who with every report. Why not just go the while hog and re-name it Buffy the Darlek Slayer 'it's Dr. Who with cat suits and Sonic Screwdrivers are purely for pleasure'.

"Michelle Gomez, who plays Missy in the sci-fi hit, dropped a plot spoiler when discussing Broadchurch actress Jodie Whittaker.
She said: “Now we have a got a female Doctor so there is going to be girl on girl.”
Despite rumours producers wanted to cast a man as the next companion, Michelle’s comments suggest they will continue with a woman in the role.
A lesbian love story is set to send ratings through the roof."
