I once had this exact scene zx1 is mentioning on my YouTube channel, though with a twist, so I have to explain this. Bear with me.
Back in the 90s, a bunch of German students were sitting around, just shooting the breeze, drinking beer and talking crap. They had the TV on in the background, but it was muted. Star Trek:Next Generation was running and after some time they noticed each character had some apparent traits just from what you saw on screen, without any sound. Picard seemed always **** off and angry, Riker seemed like an utter clueless prat, Geordie would constantly be babbling some who-what-where-why nonsense etc.
They then decided to do a voice-over: Picard constantly threatens his crew members with physical violence (while also having a penchant for alcoholic beverages). Worf was made into an utter joke, talking in a squeaky voice and being routinely told to go to bed at around 8 pm. Commander Data only had 1 Bit of memory capactiy and was said to be able to come up with the wrong answer to any single digit addition within only three hours ... and so on. The whole ship crew was utterly inept!
Note that this was in the mid 90s, so they just had to make do with just a video recorder boasting a few additional functions - this was long before fancy video editing was easily doable. It was extremely funny and they actually made a few episodes of this. So where does Falling Down come in?
Well, I painstakingly grabbed tons of little audio snippets from these guys' dialogues, then made a 5 minute clip of said Falling Down scene with the two latinos threatening D-Fens, dubbing it with the corresponding voice bits I took from the Star Trek footage. Took me a few hours to position all audio to make it as lip-synched as possible!
A few days after I had uploaded this to YouTube, I got the typical legal notice (copyright claim by Paramount Pictures bla bla) so I just took it down, never to be seen again online ... for shame.

As an example, there's this Star Trek Next Generation episode called "The Chase", the original synopsis being: Picard tries to finish his old archaeology teacher's monumental last mission: solving a puzzle that leads Humans, Romulans, Klingons and Cardassians to the secret of life in this galaxy, revealing the origin of humanoid life.
In the German voice-over, the plot has been drastically changed:
The teacher is Picard's father who has come to visit to tell his son of an upcoming motorbike race. Picard has to win this race, as his father has apparently bet his whole pension on his son winning. In between all this, there is tons of inane dialogue.
Here's a small excerpt from this episode. You may not understand what they're saying, but you'll see it is well made as far as lip-sync is concerned (and the sound effects are quite funny):
In this particular scene here, (originally) Picard is having tea with Beverly Crusher and is telling her about this archaeology mission. In the voice-over however, they're drinking coffee instead and Picard keeps going on about how much he loves drinking piping hot, black coffee, without milk (at the end he notes he just squashed his own balls). Then it switches to another scene where (originally) Picard is talking with a few crew members, about something related to the mission - but in the voice-over they're all just again talking about black coffee. It ends with Picard threatening LaForge by saying "If you touch my coffee ... I'm gonna kick your ugly mouth ... out of your ugly mug". Well, something to that effect. Trust me, it is funny to a native speaker, as it is so totally out of character for the original Picard to say this.
I've been digging into the cookbooks that are on my kitchen shelf recently, just so that I have something other than Spectrum and QL programming to take my mind away from the mass hysteria that the world is gorging itself to bursting on. I prefer to gorge on something that's actually enjoyable, even if it doesn't turn out exactly how I'd like.
So this is my contribution to the archive of INK 6. Note that I've teamed it with PAPER 0.
