I base my comment on paper picture.
I am sure that picture come from data in DRAM it is init state of cells in memory, and than ULA is able to read data from 4116.
You should got same picture when you remove CPU.

Yes I need a +3 rubber foot too. I expect they are interchangeable with +2A/+2B, if not the Grey +2 as well.
For 48K and Spectrum + I have seen rubber pads from broken joysticks recycled before. Does the job just as well. -

Because a 4116 is organized internally as 16kx1. You supply a 16k address and it pops out 1 bit. You need 8 in parallel to get 8 bits of storage assigned to each 16k address (14 bit address in other words). -
