I suspect you have made a typo in your post, but in general: no, 48K games cannot be used on a 16K machine. One of the best 16K games was Cavern Fighter, a brillliant scramble clone. It's listed as 48K, but it's 1m 10s loading time is a big enough clue that this game is in fact 16K.
