It's not in 48K mode, it's in USR 0 mode - so all the 128K features are available except the BASIC editor (and the couple of new commands that go with it). -

Just to make sure that my computer is not causing this, I've changed to a +2 grey. Now your GAL boots fine everytime (as mine), but in 48K mode. I'm not a fancy programmer by any means, but IIRC it still allows access to some of the 128s abilities while being in 48k mode (the AY sound chip, RAM banks etc...).
I could of course be totally wrong though!
