I like MakeTZX. It will make a TZX for you, but if WAV file is a recording from tape with only normal blocks, then you will have no trouble converting that TZX file to TAP. -

The standard pilot pulse quantities are 8063 for headers and 3223 for data. The TZX file format document has it wrong. -
