Woody, just looked at the dissasembly of the zx81 loader and thats what is there :) It checks the amplitude of the signal, checks the difference between the last check and loops :)

it does sound like it's working - but the TV signal may not be getting through - the modulator unit takes quite a strain and it could be broken internally - or a solder joint may be fractured. -
