You change the border colour at precise time intervals. It takes a fixed amount of time to draw portions of the border, just as it does with the screen.

There was a very simple basic program in the Dutch manual which did this trick. It displayed the dutch and german flag (if I remember correctly) in the border.

Crash magazine once did a tape of utility programs called "The Crash Tech Tape" (I Think) which included a program for saving programs in turbo load form. It definately had options for changing the border colours (probably not rainbow coloured though). -
