That's a third party 16K RAM pack for the ZX81. I used to have one!
There are RAM packs for the Spectrum tho, and yes, they are 32K. Made by Cheetah, they were intended for use on 16K machines. -

Used to use the Cheetah+ (i think it was called). I still use that joystick to this day. Most games had this in the main menu. Although i think Kempston was the most popular. -
