You can use the ROM B of a +2A to boot in 48K mode, then load a tape with a program that writes into the EEPROM, and finally swap the ROM B with the AM29010. The 27c256 must fit between pins 3 to 30 of the socket, and you must supply VCC to the pin 30. -
