I like MakeTZX. It will make a TZX for you, but if WAV file is a recording from tape with only normal blocks, then you will have no trouble converting that TZX file to TAP. -

you need to sample the tapes to a WAV file and use MakeTZX to sample to a tzx file that can be used by emulators. -
