Maybe there is something wrong with the wav file you are trying to decode.
Try to open the wav directly in the emulator (RealSpec and Spin can do that for sure) to ensure that it loads. -

I used windows sound recorder to open your wav-file:
increased volume 3 times 25% and saved the file as PCM 44,100 kHz; 8 Bit; Mono.
This file converted fine with MakeTZX (GUI)

You may change the bit about saving into .VOC file to saving into standard Windows PCM .WAV file - not only VOC format is obsolete and has a few shortcomings, but it would also solve the problem with the messagebox about saving into lossy format. -
