For TAP/TZX to WAV, you can always use WinAmp using the TZX plugin and the WAV-out plugin (or was that diskwriter)....
Not sure if it does TAPs but it's easy to convert TAP to TZX anyway.

I like MakeTZX. It will make a TZX for you, but if WAV file is a recording from tape with only normal blocks, then you will have no trouble converting that TZX file to TAP. -

Not sure if I read your question right, but
you need to sample the tapes to a WAV file and use MakeTZX to sample to a tzx file that can be used by emulators.
