    I guessed that it would be FPGA based ;)

    Interfacing the Video memory is not a problem. It's generating all the VGA signals including timing circuits that would be nice to have a schematic to look at.

    Yes...2 bits per color...

    You could use the 14MHz clock also for VGA if you're using normal CRT monitor as long as you meet the H/V timing requirements. But you would then have a slightly distorted picture.
