I'm not saying it's easy but I don't seem to have the same fuel problem when the scenery disappears towards the end of level 1. I often shoot it by mistake but usually enough comes along to get me to final boss, assuming I don't get hit. -

There are lot of arcade conversions which have final boss fights e.g. Rainbow Islands. Double Dragon, New Zealand Story etc.
