it's specemu. (and possibly many others eg. unreal)
just press F4 and while in full screen use pulldown menu to exit. it will start in full screen next time you start specemu. -

If it's Speccy emulators you're referring to, Spectaculator on my machine opens in full screen mode. The menu bar only appears at the top of the screen for about 3 seconds and then auto-dissapears. -
