Writing code to draw a proportional font is easy (I've used the above idea successfully before), but drawing one that looks substantially better than the usual 8x8 font is much harder :D -

By far the best looking prop font util I ever used was called PFN by a chap called Garry Rowland. It was PD. Someone must have it, came with lots of different fonts and ran in REM statements. Little bit memory hungry but impressive stuff. -
