C74 is the only 4.7 µF electrolytic capacitor on the issue 4 board. I don’t think there are any 47 µF caps there, so this very well might be the problem. -

Yes I have checked a component list for the Issue 4 and C74 is a 4.7 not 47. I have changed the elect cap with a 4.7 but unfortunately the keyboard is still not responding :-(. Did I fry something at this point? -
