I am not familiar with the Harlequin or its specs but I can tell you that if a C=1084S gives a black and white picture with CVBS then it's because the video signal is not PAL standard. -

I think the harlequin spectrum could do rgb without the surface mounted ad724 video composite chip.
that would make it cheaper to build. Plus you could pull the z80 from your old speccy. So it would still have the same personality so to speak. -

looking at the schematics of the harlequin it as all the same voltages as the spectrum on the edge connector so this should work with out issues as the dc in goes through a 4 diode bridge rectifier and produces 9v -
