For me it is the second part of Hostages. You creep around the embassy rooms before quick fire fights and you have to turn in the right direction in the rooms and aim fast, avoiding the hostages. The graphics are big and impressive. -

Not scary in a strict sense, but I recall playing Hostages as a really exciting experience. Sometimes I jumped in the chair when I was shot or when I killed a hostage by mistake. Really immersive for me. -
