I see you've tried the ULA in another working machine, did it confirm the sound was working? Also have you tried the ULA from the working machine in the board with no sound and test for sound again? -

Got answer on Twitter. Apparently ZX80 and ZX81 had VSYNC available over ports and ZX Spectrum doesn't. So, unfortunately, no sound over TV for Speccy. -
