I've only used the old one at the Utilities page. It definitely gets the rate wrong. Martijn blames Gold Wave but voc2tzx doesn't read the voc file correctly. I think Gold Wave uses an uncommon block. I only use WAV to avoid problems. -

8 means the poke is for 48k machines, 0-7 should be the page number for 128k games.
I need to read Martijn's specs again to be sure, but I expect Spectaculator will only open 128k .pok files in Spectrum 128 mode.
