Largely because OCRing the manual can be done by anyone, whereas putting files in the archive (and making sure Infoseek and everything else know about them) has to be done by Martijn and (unfortunately!) there's only one of him :) -

IMO, you can start decreeing what is "necessary" when you provide the time and money to run an archive (nothing is stopping you doing this at the moment, after all). Until you do, Martijn gets to decide the priorities.
