It may not have been "heads collected" but it did involve heads in some way. I seem to remember the main sprite was white and humanoid. The background was forest/jungly stuff, like Sabre Wulf or Curse of Sherwood.

This sounds very similar to VAGAN ATTACK by atlantis.
