I think that your power convertor still is not working and that you must be happy that 4116ses stayed alive sofar... I have seen a similar situation.
The 8.5V measured at IC6 is most probably just the voltage that also goes into the 7805 regulator. -

That would work, although if you can find a regulated power supply with 9V, 2A (or more amperes), the internal voltage regulator won't heat too much. -
