Also test the power supply transistors! Do you have the voltages to run the lower RAM?
Test TR3, that'll make the lower RAM appear dodgy if it's gone.
Test IC28 74LS04 too. -

If the Timex uses 4116 RAM, it probably has a little switch mode power supply to generate the -5v/+12v supply to the memory. It's probably the coil making that noise. The Speccy does that too. -
