It sounds like 'random manipulation', nothing more. I.e. RNG involves user input to make it more random. The same thing happens in other games too, so I don't think it is something special. -

This is something I've been thinking about too, with the scaling down causing a weighting of probability.
One possibility could be to make a table of random numbers beforehand (if they are called for in game and speed is an issue).
